The players with FIDE ratings of 2300 and higher as of 01.01.2024 are entitled to take part in the event provided that they pay an entry fee not later than 00:00 on 19 February. The tournament is a 9-round Swiss event with a time control of 90 minutes for the whole game with an increment of 30 seconds starting from move 1. The guaranteed prize fund is 15,000,000 rubles.
